Henry Francis Kadaga, a suspected quack doctor, was re-arrested in Mulago while performing illegal surgery on a pregnant woman. Authorities say his unlicensed clinic endangered multiple patients and violated medical regulations.

Authorities have re-arrested 'Doctor' Henry Francis Kadaga, a suspected quack doctor, after he was found conducting illegal surgical procedures on women and children at an unlicensed clinic in Mulago, Kampala.

Kadaga had previously been arrested over allegations of causing the death of a pregnant woman during a questionable operation.

Officials say Kadaga was in the middle of another surgery on a woman he claimed had complications with her pregnancy when the Health Monitoring Unit (HMU) and Ministry of Health officials intervened.

“She was rushed to Mulago Hospital where it was confirmed that she had no serious medical problem. Kadaga had demanded one million shillings from her relatives, claiming she urgently needed surgery,” an HMU officer said.

The raid, conducted jointly by the Ministry of Health, the Allied Health Professionals Council (AHPC), and the State House Health Monitoring Unit, followed reports of unqualified practitioners running illegal clinics in Kampala.

Michael Mubiru Kayizzi, who led the operation, condemned the proliferation of substandard health facilities.

“Many of these mushrooming clinics lack proper licensing, while quacks disguised as doctors are endangering lives,” he said.

During the operation, officials found a refrigerator containing blood, assorted drugs, and even a loudspeaker — items prohibited in medical facilities.

Three women who had already undergone illegal procedures were discovered in a small room, prompting Kadaga’s immediate arrest.

Two alleged accomplices, Hassan Budugu and Andrew Ajuna, reportedly fled the scene.

Dr Charles Tusiime from the Uganda Medical and Dental Practitioners Council (UMDPC) said many patients were misled into visiting Kadaga’s clinic, some diverted from recognised health facilities.

“We ask patients to be cautious and avoid unscrupulous individuals who lure them into dangerous, unlicensed clinics,” he urged.

Kadaga, who faces two pending cases at Buganda Road Court, including the murder of a woman after a botched delivery, was previously released on bail.

He has now been transferred to police custody to face fresh charges.

The illegal clinic, operating under the name Mulago Health Medical Center International, is located in Kawempe Division, Mulago.
